Small Business Freedom Council: Reducing Regulatory Barriers for Small Business

On December 4, 2024, Governor Abbott announced the launch of the Small Business Freedom Council, an initiative designed to make Texas even more conducive to entrepreneurship and small business growth. At the heart of this program is Governor Abbott’s directive for state agencies to identify and eliminate regulatory barriers that impede small businesses.

The Governor’s Letter

In a letter addressed to state agency heads, Governor Abbott highlighted Texas's reputation as the best state to start and operate a small business, while emphasizing the need for continuous improvement. Key points from the letter include:

  1. Streamlining Government Regulations:
    Agencies are instructed to identify and recommend the removal of rules, permits, fees, and regulations that hinder small business formation and growth.

  2. Empowering Entrepreneurs:
    The Governor reaffirmed his commitment to fostering an environment where small businesses can thrive, stating:

    "In Texas, we pride ourselves at having government move at the speed of business."

  3. Collaborative Review Process:
    The Governor’s Small Business Freedom Council, co-chaired by Glenn Hamer, CEO of the Texas Association of Business, and Jeff Burdett, Texas State Director of the National Federation of Independent Business (NFIB), will review agency submissions and present recommendations for action.

  4. Clear Timeline for Action:
    State agencies must submit their input by January 13, 2025, ensuring a swift and organized process.
